It would make sense if they where used for some kind of spell research, but have been unable to find any reference to them on any EQ sites. If the runes are not listed, then use the search engine by zone. Here you may find that the runes are listed as part of a class specific or zone specific quest. If not, then just sell em, especially if they drop as you say they do.
