Help on removing a program

Long story short: I have a file on my desktop that I can't remove because it says it's being usedby another program. I see no other program that is using it. How can I get this thing off my computer?

The file is PlaneShift_CBV).3.012.exe

EDIT: I fixed this part -> Also, my adress bar in my IE is missing even though I have it checked in the view menu. *sighs* Guess I better do a virus scan.

Make sure the address bar isn't way to one side or the other. You may need to drag it down.

Sorry about the planeshift bug

I edited the planeshift post to include a clearly visible warning, that the game is in development, and problems may occur.

I know. But it's not even a full file. I have the full install file in my downloads directory. This file I can't remove has 0 data in it. I can't install any of it atm until I clear some room off my hard drive, so many games, so little room.
